Te Kura Roa is an independent, Indigenous led taonga governance system established on behalf of Ngāti Kahungunu to exercise collective authority over Ngāti Kahungunu taonga, mātauranga and data, wherever these are held, processed, or accessed.
Te Kura Roa mandate is to ensure that Ngāti Kahungunu peoples determine how data relating to them including their identities, histories, taonga, knowledge systems and environments is collected, governed, accessed, shared, and used. This authority arises from whakapapa and is exercised as an expression of kaitiakitanga, rangatiratanga and intergenerational responsibility.
Te Kura Roa establishes the mandatory governance and assurance settings that determine how Ngāti Kahungunu values are carried into digital, data, and emerging technology environments. No use, access, processing, storage, or certification of Ngāti Kahungunu taonga, knowledge, or data may occur outside these settings.
Te Kura Roa is anchored in Indigenous and international rights frameworks, including the Declaration of Ngāti Kahungunu Rights, Kawa Whakahaere and the United Nations Declaration on the Rights of Indigenous Peoples, and reflects Ngāti Kahungunu understandings of collective wellbeing, relational accountability, and long-term responsibility to future generations.
